According to VOL Community College, A homeless individual is defined in section 330(h)(5)(A) as “an individual who lacks housing (without regard to whether the individual is a member of a family), including an individual whose primary residence during the night is a supervised public or private facility (e.g., shelters) that provides temporary living accommodations, and an individual who is a resident in transitional housing.” A homeless person is an individual without permanent housing who may live on the streets; stay in a shelter, mission, single room occupancy facilities, abandoned building or vehicle; or in any other unstable or non-permanent situation. [Section 330 of the Public Health Service Act (42 U.S.C., 254b)]

The duties of a Milwaukee County Bus Operator, a reasonable prudent person, show the standard of Professional care when invitees are allowed on the bus. In the law of torts, an invitee is a person invited to land by the possessor of the land as a member of the public or one who enters the land of another for the purpose of business dealings with the possessor of the land.
For every operator, the Duties are the same and do not vary. Each operator is responsible for collecting fees, monitoring the bus for behavior or medical problems, giving helpful communication to the passengers, assisting the disabled entering and exiting the bus, driving carefully and professionally with the music off. If the technical system does not work adequately, bus operators will call the name of streets for the passengers on the bus. When operators are on break, they will actively patrol the bus to look for suspicious packages, sweep the bus, empty the trash can, and ensure the seats are clear from debris and unnecessary paper. Operators will call safety for assistance when there is an altercation on the bus. All of these duties are the norms and expectancy for each driver.
Some drivers go beyond their call of duty to help those who are in need. As shown below, this operator exceeded her job description in helping a man who needed someone to care for him at the time.

One can learn a lot from following the Milwaukee County Transit System. The bus operators are known for feeding the hungry, helping lost children and adults, saving lives, aiding the sick by calling for EMTs, and assisting the poor.
